UN Women
Background
UN Women, established by United Nations General Assembly resolution 64/289 (2010), is the United Nations organization dedicated to gender equality and the empowerment of women.
Its mandate is to support UN Member States in setting global standards for achieving gender equality and to work with governments and civil society to design the laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls everywhere.
UN Women is also mandated to lead, promote and coordinate the work of the UN system on gender equality, and to promote accountability, including through regular monitoring of system-wide progress.
In line with its triple mandate (normative, operational and coordination), UN Women implements interventions structured around 4 thematic areas: Governance and participation in public life; Economic advancement of women;
Elimination of violence against women and girls; Women, peace and security, humanitarian action and risks and disasters. The UN Women Office in Côte d’Ivoire began its activities in 2007 and obtained its accreditation in May 2013 followed by its headquarters agreement with the State of Côte d’Ivoire in February 2014.
In accordance with national priorities, the UN Women Global Strategic Plan and its Country Strategy Note, UN Women Côte d’Ivoire works in the following priority programs: Governance, Political Participation, Women, Peace and Security, and Humanitarian Action (WPPSHA);
Economic Empowerment and the Fight against Women’s Vulnerabilities (WEE); Fight against Violence against Women and Gender/HIV (EWAW). As part of the WPPSHA programme, UN Women Côte d’Ivoire works with key partners (civil society organizations, electoral management bodies, ministerial departments, parliamentarians, women leaders, political parties, media, other UN agencies, international NGOs, etc.) to ensure that women can participate fully and equitably in decision-making, and that women and girls benefit from gender-responsive laws, policies, budgets, services and accountable institutions.
This fruitful collaboration has also helped to strengthen the gender sensitivity of electoral legislation with the adoption of Law No. 2019-870 of 14 October 2019 promoting the representation of women in elected assemblies and Decree No. 2020-941 of 25 November 2020 on the modalities for the implementation of Law No. 2019-870 of 14 October 2019 promoting the representation of women in elected assemblies. Elected assemblies.
It also allowed for the improvement of gender sensitivity in electoral processes, with the Independent Electoral Commission (IEC) which has equipped itself with a Gender Strategy, a Gender Thematic Commission and the integration of gender variables in electoral documents, thus promoting the systematization of electoral statistics disaggregated by sex during the various elections. Credible mechanisms bringing together women and girls leaders, at the national, local and community levels, have emerged to
(i) ensure the implementation of the country’s commitments regarding women’s political participation (such as the CSGPE – Monitoring Committee for the Consideration of Gender in Electoral Processes),
(ii) combat electoral violence and violence against women during electoral periods (such as the RFEMPCI – Network of Women Peace Mediators of Côte d’Ivoire), and
(iii) promote the meaningful participation of young girls and positive masculinity among young people (such as the POJAFCI – Platform of Youth Organizations for the Affirmation of Women in Côte d’Ivoire).
This collaboration between the UN Women Country Office and its partners has also helped to strengthen the interest of decision-makers in the security sector in strengthening the role of women in uniform in peacekeeping operations (PKOs) and humanitarian action, in accordance with the objectives of the national action plan for the implementation of United Nations resolution 1325 on “Women, Peace and Security” and the national multi-risk contingency plan.
Despite this significant progress, many obstacles still stand in the way of significant participation of Ivorian women in public life, the availability of gender-sensitive processes for planning, budgeting, peace and security and humanitarian actions.
In this context, the country office is adjusting its interventions to effectively support the country in achieving its gender objectives, both those defined.
